The role of government in the blockchain era

nRunaway commentary: Even from a global perspective, the UAE government’s enthusiasm for blockchain technology is also very prominent. One may wonder why this country, and especially Dubai, so values the new technology. To answer this question, Dr. Aisha Bin Bishr, head of Smart Dubai Office, wrote an article for CoinDesk showing that the advantages of the blockchain are crucial to their transformation of government roles in a new era.n
nTranslation: Inan
For two decades I’ve been involved in the rapid transformation of the UAE government and for the first time now I find that we are at an unusual juncture: still or completely subversive – to reconsider the role of government and its relationship with voters .n
It is the blockchain that brings this subversion. This technology set off an uproar throughout the world this year, reminiscent of the Internet boom that year, either to adapt or die.n
The United Arab Emirates, and especially Dubai, have chosen to adapt to the changes that have given us great help over the last 40 years.n
Today, we make another choice, not only to adapt, but also to embrace this new technology. We think this technology not only alters the way people interact with the government, but it also changes the way public services are delivered and delivered.n
To help you understand this decision, let me first make it clear that since its inception, the government has been managing social growth by providing credible public services.n
Historically, the delivery of these services has involved frequent and time-consuming interactions between public-sector agencies and constituents. If you want to buy a property, the government’s role will be to verify the transaction and record it for future reference.n
Therefore, in this case, the purchaser will ask for a few documents to be completed and submitted to ensure that the government can properly implement the role of “verification and documentation”. At this point, the government and the individual is a purely trading relationship: to give and access.n
For centuries, governments around the world have come to believe that they are achieving their goals by fulfilling these traditional trading roles – albeit with heavy reliance on manual processes and unnecessary physical labor.n
Happiness goaln
Unlike the rest of the world, the government in Dubai has the goal of making Dubai the “happiest city on earth.” We are eager to reach everyone’s lives to ensure that their everyday urban experiences and interactions are efficient, seamless, secure and personal.n
In short, we want to eliminate the need to spend time filling in documents and visiting government service centers.n
More importantly, the heart of this vision is the belief that emerging technologies have the power to dramatically improve the urban experience. We have embarked on this belief and launched the Dubai Blockchain Strategy in October 2016.n
However, you may be curious, why choose the blockchain?n
The rapid growth of various economic sectors in Dubai means that the traditional processes need to be constantly updated to ensure efficiency and speed. The effectiveness of government becomes more and more important, especially in the services of “government-consumer” (G2C) and “government-government” (G2G).n
In particular, the growth in commerce, construction and tourism has led to the need for the government to strengthen controls over licensing (such as licenses and non-objection claims), transaction verification and tracking.n
As new services and residents in the city grew in demand, the simpler and easier processes became more complex. Clearly, Dubai needs a flexible solution to streamline its increasingly complex government processes.n
Change in practicen
To address this situation, Dubai launched the Dubai Blockchain Strategy throughout the city in October 2016 with the goal of implementing all applicable deals through the blockchain by 2020.n
Most suitable for this technology are those that require zero intermediation, trading books, intelligent control and automation services that will benefit the most through the implementation of blockchain technology.n
The strategy laid the groundwork for the introduction of blockchain technology in Dubai and created an open platform to share the technology with cities around the world.n
Because of our firm belief in the power of our cooperation, we have devised this strategy basically around three core sets of government, the private sector and the global community respectively:n
n1. Government Efficiency – Implement blockchain technology in applicable government services.n
2. Industry Creation – Providing an ecosystem that supports start-ups and related businesses to support the construction of the blockchain industry.n
3. Global Leadership – Leads the global thinking on blockchain technology and becomes central to the development of blockchain knowledge, networking and skills.n
nThe first core of this blockchain strategy is government efficiency. Dubai aims to use blockchain to digitize paperless transactions across all cities and convert millions of documents, from visa applications to bill payments to license extensions, to digital forms protected by the blockchain.n
In 2017, we have identified and designed more than 20 government use cases and many have entered the proof of concept stage. These use cases include buying or renting property, registering students, receiving items related to daily life, such as healing. Dubai plans to test these use cases first on the blockchain before it is fully implemented by 2018 or beyond.n
The second core of the strategy is industry creation. Smart Dubai aims to create a favorable ecosystem for citizens and start-up companies to use the blockchain to start new businesses. In May 2017, 21 startups from 19 cities flew to Dubai to participate in the “Smart Dubai Global Blockchain Challenge” to promote their best and most promising blockchain ideas, some of which have already started piloting.n
The third core of the Dubai blockchain strategy is global leadership, aiming to position Dubai as a global think-tank in the area of blockchain through formal and informal cross-border cooperation.n
Using blockchain technology across the city, Dubai has demonstrated its commitment to proactively transforming government from service providers to service enablers.n
While blockchain technology is also being tapped in other major cities in the world, Dubai hopes to be successful in using the technology and achieving the goal of happiness, making it a model worthy of emulation in other cities.n
We believe blockchain technology is inherently efficient, accountable and secure and is the key to our vision.n
